He was an illustrious hydraulic engineer and river conservancy master of the Qing dynasty. Rejecting the rigid civil examination curriculum in his youth, he immersed himself in geography and water conservancy, later joining the secretarial staff of Director-General of River Conservation Jin Fu as Assistant Regional Intendant and Consultant on River Affairs. During more than a decade assisting Jin Fu in managing the Yellow, Huai, and Grand Canal waterways, Chen Huang advanced the classic strategy of "narrowing the channel to scour silt," invented the practical water-measurement method, fortified the Gaojiayan dyke, dredged the Qingkou junction, and engineered the 180-li Middle Canal. His efforts tamed the floodwaters and secured the critical imperial grain transport. In 1688, his land-reclamation initiatives clashed with the interests of entrenched landed aristocrats; falsely impeached by Censor Guo Xiu, he was stripped of rank and died of illness while under arrest en route to Beijing.
